Database rebuild does not work with comma as decimal point

Windows 11, English UI, Czech regional settings (using comma as decimal point)
MSFS 2020
PF3 Demo, MakeRwys.exe 5.1.3.1

runways.csv
00AA,0180,38.707386,-101.474007,3435,187,1642,0
00AA,0360,38.702885,-101.474113,3435,7,1642,0
00AK,0160,59.951225,-151.692505,252,180,2552,0
But the rebuild doesn't work - DebugRebuild.log

Please make the import independent of the Regional settings.

Try setting your regional settings to English UK,i believe this has been mentioned and answered in this forum.

Yes, we can switch the regional settings to UK when running PF3 and switch back when we need the original.
Is there any chance that the developers of this great software will fix it so that this is no longer necessary?

I read the original message as a 'feature request' rather than a bug, so we'll wait for Dave (March) to respond - I don't think it's straightforward.

When PF3 was originally written, I made it work with any settings and it still does, with some, but not all. I guess the changes in Windows over the years have upset things, so I need to take another look at some point to see if it can be improved.
